The training workshop for parliamentarians on «Offshore development of human activities: issues and challenges in Senegal» was held on Thursday 28 April 2022 at the Finance Committee of the National Assembly. About twenty parliamentarians and members of the Network of Parliamentarians for the Environment of Senegal (REPES), mainly composed of REPES members of parliament, members of the Economic, Social and Environmental Council (CESE) and members of the Union of Associations of Local Elected Officials participated in this workshop co-organised by REPES, UCAD and IRD.
This workshop contributed to strengthen the skills of prospective thinking and anticipation on marine spatial planning of parliamentarians.
The workshop was divided into two parts. The first part of the morning was devoted to presentations by the academic partners on the stakes of MSP, and on the challenges and opportunities of marine spatial planning for Senegal. The importance of research and scientific data to organize human activities at sea was also presented to the parliamentarians as well as the use of innovative tools facilitating the legibility of the law and in particular the Cartographic Atlas of Marine Environmental Law which was realized in the framework of the H2020-MSCA-RISE PADDLE project.
The parliamentarians then experimented with marine spatial planning through the simulation game «Marine Spatial Challenge». This experience allowed them to measure the complexity of the process, the links between MSP and public policies and the importance of interdisciplinarity in this field of action.
At the end of the seminar, several parliamentarians expressed their wish to see this day completed by others on this important topic for Senegal.
