Task 2 : Good progress on the collection of Brazilian lyrics was made during this secondment. Legal framework of maritime activities in the state of Sao Paulo are well advanced. Some sector are almost completed (marine protected areas, oil exploitation and exploration, coastal management zone). Overall, more than 70 texts were collected. During this second phase of the mission, the first was to review the work done with Brazilian students. Further checks will have to be carried out.

Task 3 : A critical analysis of the Brazilian MSP process : During the first mission in Sao Paulo (2017), a first analysis was underway on a 2013 draft law aimed at implementing the MSP in Brazil. This bill is currently on file with the new Parliament. Beyond this modification of the political context, the continuity of the reflection on the legal prerequisites for environmental protection in the MSP is conducted on the basis of the analysis of transversal environmental law instruments such as public participation and strategic impact assessment. The results of this work will be used in the context of my thesis.

In addition, the team participate to the workshop « MSP in tropical Atlantic: governance and dynamics »- Recife, Brazil, UFPE, Feb. 4-5, 2019 by presenting a communication on « Mapping environmental law in tropical Atlantic: methodology and application in West Africa » and participate also in the writing session in Tamandaré: preparation of a scientific article (deliverables WP3) on the experience of regulatory cartographic atlases in West Africa (in collaboration with several PADDLE partners) and in relation with the two next secondments of Terra Maris in Senegal.

For Terra Maris, the objective, in addition to initiating research in brazil, was to demonstrate the interest of mapping environmental laws and to prospect for business opportunities (ex : collaborations envisaged with the CERIM and project of an atlas on environmental laws in Brazil in collaboration with UPM).

Several meetings with administrations in Pernambuco have enabled a better analysis of research needs and opportunities, in particular  in Recife with the Civil protection service of the state of Pernambuco, Surfguru portal, IcmIbio… Working sessions in Recife with UAC and CNRS to set up a project in Cape Verde to help to implement integrated coastal management in South of San Antão island (promoting capacity building with local communities, WP4).
